Some people dont mind the added noise from running pump/fans at a high RPM. Also, some people want a quiet rig and dont mind a little bit higher temps so they keep the pump/fans lower. There will be a point with both pump and fan speed where theres diminishing returns so it's best to test yourself and see what works well with your configuration. Aything higher on the fans RPM and I didnt see any major cooling benefit. When I was running an AIO, it was set to max RPM on the pump and the fans on the rad would sit at about 800-900rpm at idle and ramp up to 1500-1600 under full load (gaming and benchmarks). Your fan curve and radiator placement (intaking fresh air or exhausting hot case air through the rad) will most likely affect temps the most. Unless for some reason it's really loud when set to max. You definitely dont want the pump too low but running near max wont hurt it. The pumps aren't as strong as say a pump in a custom loop, which in most cases are stronger than needed.
